Overview

About GIFT City Gandhinagar

GIFT City (Gujarat International Finance Tec-City), developed by GUDC and IL&FS on 886 acres between Ahmedabad and Gandhinagar, is India's only operational International Financial Services Centre (IFSC). Regulated by IFSCA (International Financial Services Centres Authority), it provides a unique offshore-onshore regulatory framework allowing Indian entities to conduct international financial services, foreign currency transactions, and regulatory arbitrage unavailable anywhere else in India. BSE International Exchange (BSE-INX), NSE International Exchange (NSE-IX), India INX, and 350-plus financial services entities have established IFSC units. For BFSI GCCs, GIFT City represents India's strongest single-location incentive stack.

Why GCCs choose GIFT City Gandhinagar

The case for GIFT City Gandhinagar

GIFT City offers India's most unique GCC value proposition for BFSI operations: IFSC regulatory status providing income tax exemption for 10 of 15 years, GST exemption on IFSC services, no securities transaction tax, no commodity transaction tax, and concessional withholding tax on dividends. For global banks and financial institutions needing an India-based international financial services platform that is not subject to domestic RBI/SEBI regulations, GIFT City's IFSCA framework is irreplaceable. No other Indian location provides this regulatory positioning.

Watch outs

  • IFSC operations require IFSCA licensing; compliance overhead is significant; plan 3 to 6 months for regulatory setup
  • Talent pool is small and must be seeded from Ahmedabad, Mumbai and Hyderabad initially
  • Smart city infrastructure is still maturing; some amenities expected by 2023 are delayed to 2026-27
  • Non-BFSI GCCs: GIFT City's value proposition is primarily for financial services; IT-only GCCs have limited regulatory advantage over Ahmedabad domestic zones

Zone compliance

Regulatory and zone status

  • IFSCA (International Financial Services Centres Authority) is the unified regulator for IFSC entities
  • Income tax exemption: 10 years out of first 15 years of operation under Section 80LA
  • GST: IFSC units are treated as offshore for GST purposes; most services are zero-rated
  • No STT, CTT, capital gains tax on IFSC financial products
  • Gujarat IT and ITeS Policy 2022-27 applies to domestic zone IT units
  • IFSCA single-window portal for IFSC entity registration and clearances

FAQ

Common questions about GIFT City Gandhinagar

What is the income tax benefit structure for a BFSI GCC in GIFT City IFSC?

Under Section 80LA of the Income Tax Act, IFSC units are eligible for 100 percent income tax deduction for the first 5 consecutive years from commencement, and 50 percent for the next 5 years (10 of 15 years total). This is separate from and more generous than standard SEZ Section 10AA benefits. Consult a chartered accountant for current eligibility, as Finance Act amendments may affect specific structures.

What is the difference between GIFT City IFSC zone and GIFT City domestic zone?

The GIFT IFSC zone is regulated by IFSCA and provides offshore India status: foreign currency transactions, relaxed RBI/SEBI applicability, and the Section 80LA tax holiday. The GIFT domestic zone is regulated by standard India law (RBI, SEBI, income tax) and does not provide IFSC-specific benefits. BFSI GCCs specifically require the IFSC zone; IT and non-financial GCCs may find the domestic zone adequate.

Can a technology GCC (non-BFSI) benefit from GIFT City?

Yes, but with caveats. Technology units serving IFSC entities within GIFT City qualify for concessional tax treatment. Pure IT GCCs providing software services to global clients can register in the GIFT IFSC zone, but the regulatory value add versus a standard Karnataka or Telangana SEZ is limited. The primary value for non-BFSI GCCs is co-location with financial services clients and Gujarat's state IT policy incentives.
